THE PAYOFF: THE HARDEST PITCH TO HIT IN HIGH SCHOOL BASEBALL is anything a pitcher can command and locate, coaches say. Velocity doesn't matter. The count doesn't matter. What matters is if a pitcher can hit his spot.
